End Result:

Step 1:
Get a sig without text just the sig background. (If you are making a sig merge it now)

Step 2:
Select the Text tool and type whatever you want. Now place it where you want.

Step 3:
Do some text effects, I will do a glow effect.
Right click text, alpha to selection.

Select Grow by 2-3 pixels.

Create a new layer make sure that it’s selected

Now bucket fill tool and fill the selection in.

Unselect by going Select>None,

Now go to Filters>Blur>Gaussian Blur. Do these settings…

Now put the glow layer underneath the text.

Now merge them together, then right click on it and click Layer to image size.

Step 4:
Type in ‘Ironman’, place it where you want and then repeat step 3.

Step 5:
Duplicate the background layer and ‘Step 2s’ text. Drag the duplicated background layer to the top and the duplicated Step 2s text right beneath the duplicated background. So it looks like a sandwich…

Step 6:
Filters>Animation>blend and copy these settings. (You don’t have to)

Step 7:
Now you should have another thing popup with all these frames in the layer dialog.

Now to see it go to Filters>Animation>Playback

Step 8:
Now save it, make sure its .gif
Follow these settings…
